Webfar harbor is harder but it has more open ended endings and playable dlc, but nuka world has better loot and more exploration than anything. far harbor has the largest dlc size, so if you're looking for pure gameplay and not story, go with the 'harbor. if you need loot, go with nuka world because of the power armor and guns.
